KGL paid GH¢326m, not GH¢10m – Opoku challenges Ato Forson

Financial economist and former NLA Public Relations Manager, Dr. Razak Kojo Opoku, has challenged Finance Minister Dr. Cassiel Ato Forson’s claim that the National Lottery Authority (NLA) has, for the first time since 2017, presented a GH¢10 million dividend to the government.

According to Dr. Opoku, the Minister’s assertion is misinformation and does not reflect the true financial contributions from the lottery sector:

KGL’s 2025 payments: KGL paid over GH¢153 million to the Ghana Revenue Authority (GRA) on April 16, 2026, for the 2025 financial year, and over GH¢173 million to the NLA for the same period. Combined, this is over GH¢326 million to the state in one year.

Other operators: 29 other private lotto operators licensed by the NLA also paid GH¢44.9 million in licence fees to the NLA in 2025, in addition to their GRA taxes.

The key question: Dr. Opoku queried why the NLA received GH¢173 million from KGL, but the Ministry of Finance received only GH¢10 million in dividends from the NLA. He said the Finance Minister should be interested in investigating that disparity and alleged financial wastage at the NLA, rather than celebrating the GH¢10m.

Dr. Opoku stressed that taxpayers have been benefiting substantially from the lottery business all along, and said: “It is NEVER TRUE that this is the first time the taxpayers are benefiting from lottery business since 2018.”

The Finance Minister had announced the GH¢10m dividend as historic, saying taxpayers deserved greater returns, and disclosed he was working with the Attorney-General to review NLA agreements that had “unreasonably ceded NLA revenue to others at the expense of the State”
