Govt engages investors on COCOBOD Cocoa Notes Programme to tap domestic capital

The government has engaged investors on the COCOBOD Cocoa Notes Programme, marking a significant shift towards mobilising Ghana’s domestic capital market to finance cocoa purchases and related operations.

At a high-level investor engagement held at the Ministry of Finance, the Minister for Finance, Hon. Dr. Cassiel Ato Forson, outlined key reforms aimed at strengthening COCOBOD’s financial position, improving returns to cocoa farmers, promoting local processing and ensuring the long-term sustainability of the cocoa industry.

The engagement brought together COCOBOD leadership, institutional investors, financial institutions, market participants and transaction advisers to discuss the new financing framework and upcoming issuance by Cocoa Capital PLC.

According to the Finance Minister, the Cocoa Notes Programme forms part of the broader transformation of Ghana’s cocoa sector towards a more sustainable, resilient and value-driven industry.

The move signals a departure from the traditional offshore syndicated loan model, with the government now looking inward to finance cocoa operations and keep more value within the Ghanaian economy.
