GES disowns NCPTA deal with Edupack Ghana, warns parents
The Ghana Education Service (GES) has clarified that the National Council of Parent-Teacher Associations (NCPTA) has no authority to enter into commercial agreements on behalf of public schools, following reports of a partnership between the NCPTA and Prospectus Ghana Limited (Edupack PGL) to market and sell products across about 200 schools.
In a statement dated September 21, 2026, GES said it had taken note of the announcements and was issuing the clarification to prevent misapprehension and safeguard parents and students from unapproved financial commitments.
Management stated that the NCPTA had not been mandated, appointed or authorised by the GES to represent, speak for, or enter into commercial agreements on behalf of the Service, public schools, parents or students.
It stressed that Parent-Teacher Associations function strictly at the individual school level, working directly with local school authorities on matters concerning learner development and school welfare, adding that it does not recognise any national PTA structure empowered to issue directives, negotiate sales arrangements or represent all parents and schools under the Service.
The GES also clarified that while it maintains a Memorandum of Understanding with Prospectus Ghana Limited to introduce its educational products and services to schools, the purchase of such items is strictly voluntary.
“The MoU does not make the acquisition of Prospectus Ghana products compulsory, nor does it empower any external body to impose them as required school items,” the statement said.
The Service reiterated its commitment to protecting learners and parents from unauthorised fees, compulsory product purchases and unapproved financial levies in all public schools, urging school authorities, parents and third-party vendors to ensure all communications and arrangements strictly align with official GES guidelines.
The GES said it will continue to uphold institutional integrity, enforce compliance across all public basic and senior high schools, and ensure that access to education remains transparent and unburdened by unapproved levies.
