OSP report does not necessarily exonerate Cecilia Dapaah – Inussah Fuseini

Inusah Fuseini, a legal practitioner and former Minister of Roads and Highways, stated that the Office of the Special Prosecutor’s (OSP) half-year report for 2025 does not clear former Minister of Sanitation and Water Resources, Cecilia Dapaah, of any wrongdoing.He said that a subsequent investigation may find wrongdoing on her part.

“The issuance of this report does not necessarily exonerate Cecilia Dapaah from any wrongdoing. Subsequent investigations may still nail her to the crime of money laundering or corruption,” he said on the Key Points on TV23 Saturday, August 23.

Dr. Joshua Jebuntie Zaato, a political science lecturer at the University of Ghana, stated that the 2025 mid-year report from the Office of the Special Prosecutor has cleared former Minister of Sanitation and Water Resources, Cecilia Dapaah, of any wrongdoing.

He believes that certain individuals are intent on seeing Madam Dapaah imprisoned, regardless of the evidence.

“The OSPs report has vindicated our long-held view that Cecilia Dapaah did not steal public money. Some people were clearly determined to get this woman jailed,” he also said on the Key Points on TV3 Saturday, August 23.

His remarks arrive as the Office of the Special Prosecutor announced that after nearly seven months of thorough investigation by the Office, along with a concurrent inquiry by the Federal Bureau of Investigation (FBI) in the United States, no direct and immediate evidence of corruption has been uncovered concerning the seized funds and frozen bank accounts associated with former Minister of Sanitation and Water Resources, Ms. Cecilia Abena Dapaah, and her associates.

It is important to note that the Office initiated an investigation in July 2023 regarding suspected corruption and related offenses involving significant sums of money and other valuable assets tied to Ms. Cecilia Abena Dapaah and her associates.

The OSP, in its half-year report for 2025, said:

After nearly seven months of extensive investigation by the Office and a parallel inquiry by the Federal Bureau of Investigation (FBI) in the United States, no direct and immediate evidence of corruption was found in respect of seized funds and frozen bank accounts linked to Ms. Dapaah and her associates – though the investigation identified strong indications of suspected money laundering and structuring, beyond the direct mandate of the Office.
