Ghana faces a massive shortage of teachers, with the country needing between 50,000 and 90,000 additional educators to serve schools nationwide, Education Minister Haruna Iddrisu has revealed. Addressing Parliament on Thursday, June 18, he said the shortfall far exceeds current recruitment capacity due to budget constraints.

Budget limits recruitment to 7,000 teachers

Although demand remains high, financial constraints have restricted government recruitment. “My need for teachers is between 50,000 and 90,000, but I had clearance for 7,000, and that is what I am making do with,” Mr Iddrisu stated. He explained there is a clear difference between actual need and what budgetary approval allows.

Education reforms increase staffing pressure

The Minister noted that ongoing reforms have raised staffing requirements across the sector. Expansion of institutions delivering technical, vocational and general education means more teachers are needed to cover new and existing programs. The changes are meant to benefit education in the foreseeable future but have added pressure on personnel.

Recruitment now covers GES and CTVET

Teacher recruitment must now cater for both the Ghana Education Service and the Commission for Technical and Vocational Education and Training. “We now have the Commission for Technical and Vocational Education and the GES, and so when we are recruiting, we allocate teachers for TVET and GES,” he said. This dual structure further stretches limited resources.

Shortfall threatens quality of education delivery

With only 7,000 teachers cleared against a need of up to 90,000, the gap risks undermining efforts to improve learning outcomes. The Minister’s disclosure comes as concerns grow over class sizes, teacher workload, and the ability of schools to implement curriculum and TVET reforms effectively without adequate staffing.
