Ghana attracts $2.62 billion FDI in 2025, manufacturing leads project numbers

Ghana attracted US$2.62 billion in Foreign Direct Investment (FDI) in 2025, marking a massive rebound from the US$617 million recorded in 2024.

The figure is contained in the 2025 Annual Investment Report jointly compiled by the Ghana Investment Promotion Authority (GIPA/GIPC), the Bank of Ghana, the Petroleum Commission and the Ghana Free Zones Authority (GFZA).

The report, themed “Resetting Ghana’s Investment Landscape for Unlocking Opportunities in a Transforming Economy,” was launched in Accra on Friday, August 21 by Trade, Agribusiness and Industry Minister, Elizabeth Ofosu-Adjare.

Key Highlights:

– 254 projects were registered through GIPA, GFZA and the Petroleum Commission during the year, expected to create 18,748 jobs when fully operational. Wholly Ghanaian-owned investments reached $816.05 million.

– Reinvestment dominates: Bank of Ghana data showed net FDI inflows of $1.91 billion on a Balance of Payments basis, with an extraordinary 95.4% coming from reinvested earnings. This signals strong confidence from existing investors expanding operations rather than exiting.

– Manufacturing leads: By project count, manufacturing recorded the highest with 99 projects valued at $368.71 million, reinforcing Ghana’s industrialisation drive.

However, by value, Mining Services attracted the largest value- $506.61 million across just 3 projects. Services followed with $306.36 million from 43 projects.

– Top sources: China led by number of projects with 70, followed by India (22) and Nigeria (10). By value, the Cayman Islands topped with $500.56 million, followed by China with $486.06 million.

– Top destination: Greater Accra remained the leading destination with 143 projects valued at $619.37 million, followed by Western Region with $553.99 million from 9 projects.

Minister Ofosu-Adjare said the government is shifting focus from just FDI numbers to whether investment leaves a visible footprint through expanded production, stronger local enterprises, and productive jobs.
