MoFA: GH¢0 Released for 50 Farmers’ Service Centres Despite GH¢690m Budget Allocation, Document Shows

The Ministry of Food and Agriculture, MoFA, has released GH¢0 of the GH¢690,000,000 approved for the construction of 50 Farmers’ Service Centres across Ghana as of 29th May 2026, according to a budget analysis document from the ministry’s Public Relations Unit.
The document, dated 5th June 2026, provides a breakdown of statutory releases to MoFA and shows procurement and implementation activities for the critical intervention “remain adversely affected” due to the lack of funds.
Total releases at 12.3% of the budget
MoFA’s total approved budget for 2026 is GH¢1,970,686,606. As of 29th May 2026, the ministry had received total releases amounting to GH¢242,957,074, representing 12.3% of the approved allocation.
The clarification follows recent media reports indicating MoFA had received 85% of its 2026 budget. MoFA stated the actual figure was 12.4% as of the end of May.
Breakdown of key agricultural programmes
The budget analysis details releases for flagship programmes under the Feed Ghana Programme:
1. Fertilizer and Certified Seeds Programme: Against an approved budget of GH¢515,313,522 for grains, vegetables, roots, and tubers, MoFA received only GH¢15,313,000 by the end of May. This represents approximately 3% of the approved allocation. The programme is critical during the current planting season.
2. Poultry Farm-to-Table Project “Nkoko Nketenkete”: The flagship project aimed at increasing domestic poultry production had an approved budget of GH¢244,985,117. MoFA received GH¢66,005,665 as of the end of May, representing 27% of the approved budget.
3. National Food Buffer Stock Company: The company was allocated GH¢200,000,000 in the 2026 budget to support grain purchases and strategic food reserves. The document indicates it had not received any releases as of the end of May 2026.
4. Goods and Services: For MoFA Headquarters and its Agencies, GH¢35,387,967 was approved, but only GH¢5,308,195, representing 15%, had been released by the end of May.
5. CAPEX and Irrigation releases: On Capital Expenditure, MoFA stated no releases had been made for the 50 Farmers’ Service Centres despite the GH¢690 million allocation. Total CAPEX releases stood at GH¢150,330,214, representing 58% of all capital releases as at the end of May.
Irrigation Infrastructure and Related Projects received GH¢110,134,758 out of GH¢105,000,000 approved, representing 104.9% of the budget. MoFA noted total releases for irrigation amounted to GH¢255,000,000.
Implication for farmers
Farmers’ Service Centres are designed to provide agricultural inputs, mechanization services, storage, and extension support under the Feed Ghana Programme. The zero release raises concerns about timelines for the project and access to services for farmers in the 2026/2027 farming season.
