Minority Caucus demands full breakdown of GH¢10.92 billion spent on Accra-Kumasi expressway

ACCRA —

The Minority Caucus in Parliament is calling on government to publish a detailed breakdown of the GH¢10.92 billion reported to have been spent on the Accra–Kumasi Expressway project.

In a press statement dated 16th July 2026, signed by Kennedy Nyarko Osei (MP), Co-Chair of the NPP Policy Committee on Roads, the Caucus said the figure was contained in the 2025 Audited Annual Whole of Government Accounts published by the Auditor-General.

According to the report, GH¢10,916,912,468.56 was spent under Government Priority Programs on the Accra – Kumasi Expressway.

The Minority said the amount raises “legitimate questions that deserve clear, detailed, and transparent answers.” It noted that as of 25 June 2026, only 89.5 km representing 50.9% of the proposed right-of-way on the Accra-Kumasi Expressway Corridor had been cleared by the Ghana Armed Forces.” The reported expenditure of nearly GH¢11 billion requires a comprehensive explanation beyond the general description contained in the Whole of Government Accounts,” the statement said.

Call for transparency

The Caucus is urging the Ministry of Roads and Highways, the Ministry of Finance, and all implementing agencies to release a detailed expenditure report showing exactly how the GH¢10.9 billion was utilized.

“Public infrastructure projects are financed with taxpayers’ money. As such, every Ghanaian has a constitutional right to know precisely how such a significant amount of public funds has been utilized,” it stated.

The Minority argued that providing the breakdown will strengthen public confidence, enhance fiscal transparency, and demonstrate the government’s commitment to accountability in the execution of major national infrastructure projects.

The Accra–Kumasi Expressway is one of the government’s flagship road projects aimed at easing travel and boosting economic activity between Ghana’s two largest cities.

The government is yet to respond to the Minority’s demand.
