Former Sports Minister Responds to Auditor-General’s Report on 2023 African Games
Former Minister for Youth and Sports and MP for Yagaba/Kubori, Mustapha Ussif, has responded to an Auditor-General’s report on the 13th All-African Games held in Accra in 2023.
The report, commissioned in 2025, outlined findings related to the organisation of the Games and recommended that certain officials be held responsible for the recovery of funds linked to alleged financial irregularities. The issues raised include concerns over cost variations, unsupported payments, undelivered goods, and deviations from contract terms across areas such as catering, transport, accommodation, equipment procurement, and infrastructure projects.
The report also indicated that additional amounts in foreign currencies were flagged for recovery from individuals identified in connection with the Games.
In a statement issued on Tuesday, May 26, Mustapha Ussif denied any wrongdoing and said he does not accept responsibility for the irregularities cited in the audit.“My attention has been drawn to the release of an audit report titled: Comprehensive Audit Report on the 13th African Games, Accra 2023. The report attributes various irregularities to me. I, however, deny being responsible for any such irregularities,” he stated.
He added that he expects the report to be presented to Parliament, where individuals named in the findings will have the opportunity to respond.“It is my understanding that the report will be presented to Parliament, and persons who may have answers to the findings will be invited to respond accordingly. I look forward to the opportunity to respond to all the claims in the said report,” he said.
The Auditor-General’s findings cover several aspects of the Games’ delivery, including works at the Borteyman Sports Complex, University of Ghana Stadium, and Legon Sports Village, where contract variations and cost adjustments were noted.
The Auditor-General has recommended that named officials be held jointly responsible for the recovery of the amounts flagged, as part of ongoing accountability processes.
