Parliament Approves $300m World Bank Loan To Transform Secondary Education
Accra, Ghana – July 21, 2026
Parliament has approved a US$300 million credit facility agreement between the Government of Ghana and the International Development Association (IDA) of the World Bank Group to finance the Secondary Education for Transformation project.
The facility, valued at US$300,000,000.00, is aimed at improving access, relevance and results in Ghana’s secondary education and Technical and Vocational Education and Training (TVET) sector.
Key Objectives of the Facility
Presenting the report of the Finance Committee to the House, the Chairman of the Committee, Hon. Isaac Adongo, said the loan will be used to:
- Increase equitable access to secondary education nationwide
- Eliminate the double-track system currently in Senior High Schools
- Improve the quality and labour-market relevance of secondary and TVET programmes
Hon. Adongo noted that the project aligns with government’s commitment to ensure that more Ghanaian youth complete secondary school with skills that meet industry demands.
Education Minister Reacts
The Minister for Education, Hon. Haruna Iddrisu, thanked Parliament for approving the facility. He said the funding will be critical in strengthening education systems in the country and preparing students for jobs.
“This approval will help us expand infrastructure, improve teaching and learning, and ensure our graduates are fit for the job market,” Hon. Iddrisu stated.
The Secondary Education for Transformation for Access, Relevance and Results for Jobs project is expected to roll out in phases across all 16 regions, with a focus on underserved communities.\The approval marks one of the largest investments in secondary and TVET education in recent years.
