EOCO confirms the arrest of Dennis Miracles Aboagye and Gerald Appiah over GH₵55m IMCCoD fraud probe

Accra, July 13, 2026

The Economic and Organised Crime Office, EOCO, has arrested Dennis Edward Aboagye, a.k.a “Miracles”, former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation, IMCCoD, and Gerald Appiah, former Accountant of IMCCoD, over suspected financial irregularities amounting to about GH₵55 million.

In a press statement issued on Sunday, July 13, EOCO said the arrests are in connection with ongoing investigations into alleged financial and procurement-related irregularities at the IMCCoD Secretariat. The investigations began last year following a forensic audit covering the period from 1 August 2022 to 2 February 2025, and a subsequent petition from the current Executive Secretary of IMCCoD requesting further probe.

According to EOCO, the probe centers on suspected misappropriation, misapplication, diversion, and theft of public funds. Both Mr. Aboagye and Mr. Appiah, along with others, are being investigated for:

  • Conspiracy to steal and stealing
  • Using public office for profit
  • Causing financial loss to the State
  • Dissipation of public funds
  • Defrauding by false pretences
  • Money laundering
  • Other suspected offences

EOCO said Mr. Appiah has voluntarily begun refunding monies connected to the crimes under investigation. The Office, however, noted that the recoveries do not conclude the investigative process nor absolve any suspect.

On Mr. Aboagye, EOCO disclosed that, following new findings last week, a stop order was placed on him to prevent travel. Unknown to the Office, he had already departed the country. Upon his arrival at Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the stop order and handed him over to EOCO on Sunday morning. He subsequently accompanied investigators on a search on Sunday.

EOCO confirmed that Mr. Aboagye will be granted bail in accordance with the Constitution and laws of Ghana. Mr. Appiah is also expected to complete his bail conditions and be released while investigations continue.

The Office said it remains committed to conducting its investigations professionally, impartially, and strictly within the law, and will continue to pursue its mandate to investigate economic and organised crime and recover public assets.

EOCO assured the public that further updates will be provided as and when appropriate.
