OSP, FBI team up as ex-TOR Boss convicted over $1m bribes to Ghanaian officials

Ghana’s Office of the Special Prosecutor [OSP] and the United States Federal Bureau of Investigation [FBI] have scored a major win in the fight against cross-border corruption after a U.S. federal jury convicted former Tema Oil Refinery [TOR] boss, Asante Kwaku Berko.
According to an OSP public notice issued on Sunday, August 10, the dual Ghanaian-American citizen was convicted on 6th August 2026 in Brooklyn, New York, for conspiring to pay and paying more than $1 million in bribes to Ghanaian officials.
The bribes, paid between 2014 and 2015, were in connection with the development and financing of a power plant project in Ghana. The deal involved the Government of Ghana, Turkish energy company Aksa Enerji Uretim A.S., and U.S.-based Goldman Sachs, where Berko was then an Executive Director in the Investment Banking Division.
The OSP said it provided critical investigation and evidentiary assistance to the FBI under Ghana’s mutual legal assistance framework. The U.S. Department of Justice has since acknowledged the OSP’s role, describing it as “significant assistance to this prosecution.”
Berko faces a maximum sentence of 30 years in prison. His sentencing has been scheduled for 10th November 2026.
The OSP noted that the successful conviction highlights the importance of international cooperation in combating corruption. It added that the behind-the-scenes collaboration between the FBI and the OSP is a testament to how mutual legal assistance can deliver results in complex corruption cases.
